On the third run of a two-day workshop, this time taking place in Fergana, on court warrants for searches and seizures and Probable Cause and Pre-trial Release and Detention in the United States, Europe, and Uzbekistan, the judges and experts discussed the increasing role of the judiciary in protecting individual’s constitutional rights. As Anthony Porcelli, U.S. Magistrate Judge of the District Court for the Middle District of Florida, aptly put it, "Judges are the ones acting out the Constitution and laying the bedrock for the future due process rights of individuals." Judge Tomaž Bromše, Vice-President, District Court of Ljubljana, complimented it indicating that “judges have to be the face and the body of constitutionally protected universal human rights.” The guest judges shared international best practices and standards with the Uzbek judges to enhance national legislation and practices on pre-trial release and detention. The event was organized in cooperation with the Supreme Judicial Council. It was an honor to have the representatives of the donor, the U.S. Department of State: Bureau of International Narcotics & Law Enforcement (INL).
