Essence and Significance of the Constitutional Reform

The international Conference titled “Essence and Significance of the Constitutional Reform” took place on 17 and 18 April in Tashkent. Regional Dialogue was proud to collaborate with the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan, the Center for Analysis of Democratic Processes, Legislation and Parliamentary Research Institute under the Oliy Majlis of the Republic of Uzbekistan in implementing the event.  

With the upcoming referendum on the new Constitution, the conference was one of the key events marking this historic time for Uzbekistan. It brought together eminent officials and experts including former Slovenian President Borut Pahor, former Polish President Alexander Kwasniewski, a UK representative Lord James Wharton, MPs Sir Gavin Williamson and Alun Cairns, and European Conservatives’ Secretary General Tom Van Dijck.

Together with local experts, they discussed the proposed modifications and additions made to the Constitution as well as significant implications for the citizens of Uzbekistan and the future of the country.

More than 40% of changes were made with an aim to strengthen guarantees and mechanisms for protecting human rights and freedoms, establishing the postulate "person - society - state" as the basis for relations in New Uzbekistan.

Lord Wharton welcomed the number of changes made to increase the standard of living of the people in Uzbekistan. He congratulated on the progress by saying: “As the world developments change, so must parliaments and laws.”

President Alexander Kwasniewski highlighted the importance of the constitution as a pillar of o rule-of-law state.

President Borut Pahor added: “Adapting constitutional norms is one of the most difficult but important steps for any country. With the constitutional referendum, it has the potential to become the most modern, democratic, and politically stable country in the region.”

Konstitutsiyaviy islohotning mohiyati va ahamiyati

17-18 aprel kunlari Toshkent shahrida “Konstitutsiyaviy islohotlarning mohiyati va ahamiyati” mavzuida xalqaro konferensiya bo‘lib o‘tdi. “Mintaqaviy muloqot” mazkur tadbirni amalga oshirishda O‘zbekiston Respublikasi Prezidenti huzuridagi Qonunchilik va huquqiy siyosat instituti, O‘zbekiston Respublikasi Oliy Majlisi huzuridagi Demokratik jarayonlar, qonunchilikni tahlil qilish markazi va Parlament ilmiy-tadqiqot instituti bilan hamkorlik qilganidan faxrlandi.

Yangi Konstitutsiya boʻyicha referendum oʻtkazilishi munosabati bilan mazkur konferensiya Oʻzbekiston uchun ushbu tarixiy davrni belgilovchi muhim voqealardan biri boʻldi. Unda taniqli rasmiylar va ekspertlar, jumladan Sloveniyaning sobiq prezidenti Borut Pahor, Polshaning sobiq prezidenti Aleksandr Kvasnevskiy, Buyuk Britaniya vakili lord Jeyms Uorton, deputatlar ser Gavin Uilyamson va Alun Kerns, Yevropa konservatorlari bosh kotibi Tom Van Deyk ishtirok etdi.

Mahalliy ekspertlar bilan birgalikda Konstitutsiyaga taklif etilayotgan o‘zgartish va qo‘shimchalar hamda O‘zbekiston fuqarolari va mamlakat kelajagi uchun muhim ahamiyat kasb etishi muhokama qilindi.  O‘zgarishlarning 40 foizdan ortig‘i inson huquq va erkinliklarini himoya qilish kafolatlari va mexanizmlarini mustahkamlash, “inson – jamiyat – davlat” postulatini Yangi O‘zbekistonda munosabatlarning asosi sifatida belgilash maqsadida amalga oshirildi.

Lord Uorton O‘zbekistonda xalq turmush darajasini oshirishga qaratilgan qator o‘zgarishlarni olqishladi. U erishilgan yutuqlar bilan tabriklab: “Dunyo taraqqiyoti bilan birga parlamentlar va qonunlar ham o‘zgarishi kerak” deya ta`kidladi.

Prezident Aleksandr Kvasnevskiy konstitutsiyaning qonuniy davlat ustuvorligi sifatidagi ahamiyatini ta'kidladi.

Prezident Borut Pahor qo'shimcha qildi: “Konstitutsiyaviy normalarni moslashtirish har qanday mamlakat uchun eng qiyin, ammo muhim qadamlardan biridir. Konstitutsiyaviy referendum bilan u mintaqadagi eng zamonaviy, demokratik va siyosiy barqaror davlatga aylanish imkoniyatiga ega”.
